Why not email HR explaining your situation?
I spoke to them a couple of days about changing location during grad schemes, and they said to me I would need to send a letter and they will have to approve it and probably an interview at the chosen location. You have a strong case to change anyway, so its a matter of fighting off HR who may put pressure on you to not.
