Lots will have 'been fined'! It's communal living space, and rice cookers are a notorious fire hazard, hence the ban.

Not a good idea to purposely break the rules your uni has set out. If you get caught, you'll get a fine. If you don't get caught but it catches fire and it's found out that it was a rice cooker, you can get kicked out. Just cook rice in a pan like everyone else will be doing.

If you're not confident at cooking rice, you can get it frozen, Tesco do a pack of 4 pouches which cook in the microwave in around 3 minutes. You can also get packs where you boil a single portion in its bag in a pan of water. If you buy a bag of rice & cook what you need, the main thing is stir every few minutes until the water is absorbed. When I was at uni, we helped each other out if someone didn't know how to cook something.
