20+ student entrol have to pay!!

I'm 20+ WAS DOING BTEC IN IT SUBSI AND THIS YEAR TOPUP GOT A LETTER from college confirmation letter. when i When enrolled they told me have courses are not free anymore and you have to pay or you got an option by doing may qualify by doing 19+
Discretionary Learner Support could i qualify if o do 19+ discretionary section 2 benefts job seeker allowance letter will i qualify or i have to take a loan and use advance learner loans.

last year when i waas 20 i was doing L3 in IT entrolment was fine and thhey didnt ask for anything, but today i was about to enrol and they said goervemtn made changes and you not entiled and you have to pay for the course!! will i qualify if i get approved from 19+ disc or i have to get loan from student finance
