I'm moving to a new accommodation in September. It's brand new and was on schedule to be completed in terms of construction ready for the students/workers to move in 1st of Sept, which is when the first months rent is due.

However, a few days ago I had received an email saying that there isn't any electricity to due issues with the service providers, and that nobody can move in until September the 17th.
It doesn't seem fair that I should still be expected to pay a full months rent if I can't move in until after the middle of the month. The management of the property is in the process of being taken over by a different company so nobody knows what's going on or who to contact.Should I be able to claim back half the rent or something? There has been no alternative accommodation provided or any indication that rent will be refunded to those that have paid already.
