    basically i enrolled at a college yesterday and got my id card. will i be able to withdraw

    Most of the time yes however there are a lot of times when they don't actually allow you to withdraw and say no.

    If you mean a sixth form college then yes, you can leave at any time. They might not be too happy about it, but they shouldn't have entered you for any exams yet or anything like that, so you can quit.

    If you're referring to university, or a similar place that requires fees, then it's more complicated - you may well get charged tuition fees for a full term, or maybe even a year. You can still withdraw, but research the financial implications first.
