Do you have to declare this anywhere/justify why you did so?

Nope, not unless you specifically tell them. Worth pointing out Student Finance sure as hell know, and often you'll have to pay for your first year. You'll still be able to apply for maintenance loans and grants but I know I got gouged for 9k which was not easy to find even with the maintenance loan.

You MUST declare all places of education since age 11. That includes universities.

University study will be matched to your record once you enroll - withholding information from your application makes it fraudulent. I know of 2 cases of students being thrown off their course for not declaring previous studies - one of those was previous university study that was discovered just as the student started their second year.

Declare it. Universities don't care about past study (unless it is clear that the reasons for dropping out are likely to reoccur). Universities WILL care about students who lie on their applications.
