Is this saying people in rural areas use the Internet more or less? Can't get my head round it although i think it may be more? Please help or correct me

its really good, I’m currently doing spanish gcse and its a really accurate and really reliable website to use, i use it all the time.

Pretty sure it says less. Makes sense too. "no usuarios" means nonusers. It basically says that "not surfing the internet is a topic mentioned with a far greater percentage of nonusers in small cities and rural contexts compared to big cities like Madrid". This is an approximated and quite literal translation.
