I asked my head of sixth form to register me for the BMAT, and she said the school has never registered as a centre and that she doesn't want to and that we should just take them at an external centre? But when I looked on the website, the closest centres are really far away and inconvenient to get to. Is the school allowed to refuse to register?

At the end of the day it's up to them. If you really wanna do it at the school you could ask your parents to talk to the exams office. Alternatively if there are enough of you wanting to do the BMAT in your year, you could all go to the exams office together and ask together. Strength in numbers and all that
