What are the x and y values of something on the z axis?

Or a simpler example to first think about, the x values of something on the y axis in 2D?

The question is, calculate the angle in degrees between (5,-1,3) and the z axis

I think you'll find that it doesn't matter, if you take the unit vector in the z direction or (0,0,10) or (0,0, lambda) - the lambda cancels out anyway.
