100% guarantee i will receive a loan

will start college and applied for advanced loan and its beeen 2 weeks and still nothing college finishs enrolment next week and i dont hear anything i would have to pay %20 to secure a place.
Is there a 100% gurantee i will recieve a loan approval if yes ill pay 20 precent of the fee also my sister started uni got approval , she lives with us my parents.
if the processing of my application require more eveidence can my syster support my with my application because she got approval for her loan about 1-2 weeks
