    I found this on imperial website:
    We expect EU students will continue to pay the Home rate of tuition fee as long as the UK remains in the EU, and for the duration of their course, provided this remains lawful.
    Does that mean that I will be charged at the home rate for the duration of my course even if brexit does happen before I finish my degree (which is unlikely because I would be starting my fourth year in 2020)?

    Yes, as long as the government doesn't pass a law saying they aren't allowed to do that.

    I'm at Imperial now and when Brexit was happening they were very strong on wanting to stay and not wanting EU students to feel like they weren't wanted.

    As long as you start before/if Brexit happens you'll always pay the home rate (again providing they are legally allowed to!)
