They might, but a good hairdresser will either say no or at least warn you that the result will probably be pretty bad.

Depends how badly your hair is damaged. If its just a got a little bit of damage, dry ends etc then yeah they most likely will be able to bleach it with a low volume bleach and cut your hair but if there's breakage or your hair is really damaged, they will most likely only cut your hair and maybe give you some conditioning treatments and wait a few months until your hair is in better condition before they bleach it.
