What does it mean by the following:

"the classifications is based on a weighted average of Level 5 (one-third) and Level 6 (two-thirds)". [Nelson, 2015]

Can someone please enlighten me? I am a little bit confused as some of the officials said overall marks from the Level 5 (second year) are taken 40% whereas another 60% from the Level 6 (final year).

    Thank you in advance.
