I'm going to apply in about a week or two through UCAS. I was wondering if I don't get offers at the universities I want, will I be able to apply for the same courses in Clearing?

You can, but they're unlikely to want you. They have already decided that you don't meet their requirements.

And I'm not limited to how many universities I call on Clearing, right?

You're not limited. Calling unis takes time though, and being constantly rejected is mentally exhausting. It's better to call fewer unis but target your applications to ones that will actually be likely to accept you.
