Which one is right/wrong?

    I am 19 and I encounter an experience like that.
    Few days ago I went to wilco to buy some cookery stuff for uni, and that includes some cultery, (I buy a 1.70) mixed pack. When I went to checkout the lady refuse to sell to me because I dont have my id. The next day I went to buy the same item and this time I am served by a male assistant, this time he didnt check my id. Who is right/wrong, or who is not doing his/her job or breaking the law?

    Knives aren't supposed to be sold to someone under 18. Neither were in the wrong
