Is it okay to use 'I'm' and 'there's' in a personal statement instead of 'I am' and 'there is/are' just to save on a few characters.

Try not to. I think some contractions are okay but my teacher went through mine the other day and edited out I've and said I should write "I have" so I can assume the same applies for "I am".
Also please don't use "there's" for "there are".
