    TO


    A bill to outlow the use of quotas in Britain which are used as a way of discrimination

    BE IT ENACTED by The Queen's most Excellent Majesty, by and with the advice and consent of the Commons in this present Parliament assembled, in accordance with the provisions of the Parliament Acts 1911 and 1949, and by the authority of the same, as follows:-

    1 Use of quotas

    (1) All companies, charities, organisations, and associations will be prohibited from using the quotas when;
    a. selecting workers, volunteers, or members to do a job.
    b. when hiring an individual.
    (2) Quotas prohibited are those using;
    a. sex
    b. ethnicity
    c. race
    d. sexual orientation
    e. religion
    f. skin colour
    g. age
    h. accent
    i. language spoken
    (3) Companies, charities, organisations, and associations may continue to use quotas that specify for British citizens above non-British citizens.

    2 Fines

    (1) An organisation found using a banned quota will be fined a minimum of £500000 for each banned quota used.
    (2) There shall be a maximum fine of £5000000 for the first offence.
    (3) There will be no maximum fine for subsequent offences.
    (4) The fine shall multiply by 1.5 for each subsequent quota used.

    3 Interpretations

    A quota is the reservation of job vacancies, or tasks for individuals from a certain background, or sex.

    4 Commencement, short title, and extent

    (1) This Act shall come into force immediately following Royal Assent.
    (2) This Act may be cited as the Discrimination Act 2016.
    (3) This Act extends to the United Kingdom.


    Notes

    In Britain organisations are allowed to use quotas to select some workers above other, equally-skilled workers: this bill ends that. With the revelation the BBC uses quotas to fix the number of non-white, gay, bisexual, other minority individuals appearing on TV, we believe it is time to end quotas to operate on a meritocratic basis. This is a simple bill than bans the use of quotas by organisations that use quotas to skew output.

    To be fair to jammy I also thought with how you replied that it was the idea of the bill that was the problem not that it was the punishment.

    Under this bill if a job were to be advertised for a Spanish translator and stated that applicants must speak Spanish would that break the law?

    I need to think more about this one but at the moment, I'm leaning towards an aye. Social representation is largely unnecessary and I believe people should be chosen for a job based on their personal skills, experience etc and not what they look like, what their sexuality is etc.

    No, because a job for Spanish translators would not use quotas to find who to employ, all applicants applying would need to have the same language skills. This bill is not a bill to end discrimination by all factors, this is a bill to end the use of quotas as a means of discrimination.

    The US and the UK have never had racial quotas, so please don't suggest they do.
