Thouron Scholarship Application

Is anyone familiar with the application process to the Thouron Scholarship? I'm looking to apply from the UK and obviously for a university such as UPenn, you need to have a perfect academic record. However, my issue is that my A-Level grades are pretty weak, although my GCSE and Uni grades are really strong. Combined with a lot of working experience both domestically and abroad, am I in a 'weak' position to apply due to my academia?
What are the requirements and what does the website say? That should give you an idea.
