I'm in a geography GCSE class at school where I'm the highest in my class, nobody passed their unit 1 exam bar me. The head of department thinks I should move to a higher class and I would like to do this but who is responsible for moving students classes? It's just I don't know who to go and ask and it would need to be done asap.

How are we supposed to know?
Ask your class teacher to tell you who the head of department is.

Talk to your Head of Year? (or Head of Department?)

I had the same problem, talk to the hea of department and your current teacher, tell them your not happy in the class and being in a higher class will boost your gradss
