how to ask to speak to the manager?

    without feeling like an idiot.

"Hi, is your manager around? I'd like to ask about any available positions".
Then they'll either say "yes" and go looking for them/bring you to them, or they'll say "not at the moment" and then you should ask if you can leave your CV with them to give to the manager, make sure to emphasise that your phone number is on your CV should there be any positions open.
If the manager is around and they say there aren't any positions, leave your CV with them in case any pop up. The important point is to get your CV in the manager's hands so that when they have a position to fill, they already have an applicant they can contact - you.
