Ok, so this is what i thought.

    I apply to University A.

I dont get into University A, however, there are places left in University A, so i can get in.

However, if my insurance university offers be a Clearing Place, such as University B, i Must go to University B.
    is this true?

How will i know if i got a Clearing Place there, should i ring them,

people here are talking about some Clearing Hotline.

Clearing hotlines are what you phone when you ring each university and ask about clearing spaces.

If you dont want to go to your insurance you can ask to be released.

If you miss your offer for your firm choice course at university A, it is possible for them to offer you an alternative (or for you to ask them to consider you for an alternative). If you accept an alternative course, the uni notifies UCAS of the change and that's it. If university A won't take you for any course, and you met your insurance offer from university B, then you go to university B. You don't go through Clearing because you have a place.

It is also possible to negotiate with your insurance university for a different course if you miss your insurance offer. If you accept an alternative course the uni lets UCAS know of the change and again Clearing doesn't come into it.

Only if you have missed both firm and insurance offers and neither university is prepared to offer you an alternative do you go into Clearing.

UCAS will have a hotline for Clearing Enquiries and so will each university that is offering places through Clearing - you will find the numbers on the websites - and it's the university numbers you ring if you need to confirm what's happening/negotiate, but check on Track first to see what it says - if your place has been confirmed at your firm or your insurance there's no need to ring.
