English student applying for nursing at Scottish university?

I am currently doing an Access to Nursing course and am applying for Mental Health Nursing. I am considering applying to Edinburgh Napier as one choice. I adore the city and would welcome a move. Does the university give preference to Scottish applicants? I don't want to waste an application if the odds are quite low.

Also, I am a bit confused about the fee structure. Scottish universities still pay fees for nursing and midwifery students? Does this extend to students that are not Scottish?

    Hope this has made sense.
