    Basically all you have to do is change your router setting to only give out IP address to a specific range, i.e. 192.168.1.10 to 192.168.1.11.

    This will make the router addresses 192.168.1.10 and 192.168.1.11; reboot the router and make sure your device/s are closet to the router.

    Well that plan is full of holes and I'm not sure why you chose 10/11 and no other numbers:

    Many routers have a factory reset button or button combination. It's easy to get around
    Making sure your devices are closest isn't a very technical way to get the IP's guaranteed. If you're going to mess with the assignment just assign them yourself.
    If you're going to mess with the router it'd make more sense to change the password or something.
    Anyone with any small amount of IT/Networking knowledge will get around this. It only works on people who aren't technology knowledgeable.
    How many people are realistically going to have the knowledge to do this? Most people don't have any idea how to get into their router settings. I personally have the 5GHz portion of my home network set up for my own personal use. Playing the long game is much more fun.

    Nice idea but if you want to play pranks or get back at family (which may well be unreasonable in the first place) there are better ideas.

    I'm pretty sure a slap would suddenly fix all their wifi issues

    I best suggest to give each device a static IP then to actually limit the DHCP range.
