    To be honest I would be very skeptical about that and call the council directly. Purely because no matter what the sign says, no matter how long you were there my main question would be... what the hell is a traffic warden doing wandering around at that time of night? That sets off all kind of red flags to me..

    By the sounds of it you're in the right here, though perhaps you fell short on the "make it obvious that you are loading and unloading" bit. I would definitely put in an appeal. Ask your friend if they can provide a statement saying that you were loading items for them, as that will probably help your case.
