I have noticed some universities have a policy of closing the application process as soon as it's full and therefore not having a set date deadline. I was wondering when to send my application, should I wait until February/March when I am doing my final year group project, so I can use my project lecturer as a reference, or as soon as possible. I don't want to get into a situation where when I apply I am too late.

Yes some unis do have rolling admissions but unless you apply super late i.e after March you're unlikely to not get a place because of lack of space. They still want the best candidates and won't just take anyone. You don't have to wait till Feb to get to know your supervisor though. I'd say December time is good.
