You can certainly self study for A Levels and some people do do this in 1 year, however it can be difficult to find exam centres willing to take on private candidates especially for subjects that include large amounts of coursework or practical assessment. University's are more than happy to consider candidates who self studied for their A Levels.
You'd need to apply for UCAS as a private candidate and would need a reference from someone, although I'm not exactly sure how this would work.
Also if you have been out of education for some time there may be alternatives to A Levels which would allow you to progress to university.
