Should/Can I switch universities to do my course

I have just began my Foundation Year for Engineering at the University of Bradford. It was my last university choice and I had to go because my grades weren't so good. I'm not really enjoying the city and i feel the teaching isn't good either.
I wanted to go either L'boro Manchester or Nottingham and im thinking of trying to apply for the BEng Chemical Engineering at either of these unis as they are better and more recognized universities
How is this possible to do and is it the right choice

I did my foundation year at Brunel and now i am studying at Birmingham after applying last year.
Just make sure you get 70%+ in all the modules and apply now; via UCAS.
