1. So I found the theatre for the sector, then I took that away from 2 pi (360 degrees) which gave me the theatre for rest of the circle. Then I subbed the 4 and answer into the formula length = r x theatre, and got 38/5 pi. Is my answer right for x?

Theatre??? I think you mean theta.

Other than that, it looks good.

Otherwise you could've just found the circumference and took away the arc length given in the question from it.
