Oxford Financial Economics Application Stages

I am a final year student studying economics and I would like to apply for Oxford's MSc Financial Economics. I saw on the website that there are four stages for the application each with a different deadline. I heard that if I apply after stage 2 the chance for me to receive an offer would be very small. Is this true?
