Germany would be better but right now there are Germans who are being hostile to people like Muslims,Syrians,Africans etc due to the migrant crisis, but I've never been there so.

Of all the countries in Europe expect England i'd say France is a good one but things aren't so good there at the moment.

I'd stay here in England everyone from around the world including people from Europe want to come here to study and live, it's hardly the other way round.

I want to study in England but I don't think I can afford the tuition fees and I am an international student. So how can I study in England or the uk?

well you'd have to apply for a visa. and if its money your worried about some universities have scholarships for international students so you could look into unis that do this. also there is student finance which most (if not everybody) takes to pay for their tuition fees and the cost of living for uni and you don't have to pay it back until you're working and 21k+ a year.

Well if you're international, I don't think you're eligible for student finance in the UK. I would try out the Netherlands as I've heard they're quite cheap.
