The walls being so thin you can hear the person next door, yes that is standard in halls. The rest is definitley not-my halls were clean and mould free and everything that we were expecting was there. I shared a kitchen with 12 others and many I know shared with far less.

Depends how much you're paying I guess but still that wasn't like my experience at all. In my final year last year there were 9 of us in one flat and we had 2 cookers, 2 fridges and 2 freezers. It was fairly clean when I moved in but still did a thorough clean anyway and definitely no stains. Cleaners came in to take the bins and clean the kitchen/hallway during weekdays.

It sounds like your uni might be violating some contractual obligations. If you signed expecting to be sharing with 12 people then that's what you should get not 20.
