    Is it ok for me to do this? I'm going to view a flat soon & I actually know a few people that live in the same block, would I be ok to request the name & flat number before I go for the viewing? Is the landlord allowed to give this info?

    Knowing the name of somewhere and where it is should be perfectly reasonable to ask. The name of the actual tenant not so much

    You arent really being clear about your motives. He could give you the flat number, but unless you give good reason, then he shouldnt give you the name. If you ask and explain yourself in a non creepy way, then you can probably get it out of them. They shouldnt give it you though.
