Research is key, you need to research other designers work and understand their vision in order to understand how it is possible to produce your own ideas and translate them into cloths.
Then i strongly suggest you practice, making as many basic structures of different basic garments will give you a much easier idea of how logistically your designs can be created.
Then getting as many techniques from the internet/ books/ magazines that you can possibly find and get practicing them too. These will take time but the experience is vital.
Publicizing your work on a website or even entering competitions are good ways of establishing designer awareness.
Evidently getting into a good fashion university is a great way or getting exposure and expert advice on what you are asking. Attempting to contact designers directly is probably not going to be your best bet to begin with but maybe in the future it is worth a shot.
