Yes if they decide to let you. You dont really give much info, which is unhelpful.
    Contact the unis and ask.
    - they might not think you are good enough.
    - they might , but only if you restart the year or reapply through UCAS
    - they might if they think your studies are compatible and transferable.

Think your chances are very low.

    UCL : Yes

Imperial / Cambridge : No, unless you have a bloody good reason for doing so.

Cambridge Colleges will only, as a matter of principle, consider applications from students enrolled in a degree course at other UK universities in very exceptional circumstances.

Any application to study at Cambridge would need strong support from your Course Director or other academic tutor at your current university. A reference or letter of recommendation from that person to the Cambridge College would be required, and only then can a Cambridge College consider an application.

Transfer into our second or third year is only permitted in exceptional circumstances and extremely rare (less than one student per year).

No, but I'm just saying in general it is possible to transfer to UCL. If they'll accept his application is another story.

Better grades than predicted is covered by UCAS Adjustment service. Cambridge and Imperial do not take part in the adjustment service but UCL does.

If that happens then your best option is to take a year out and reapply with your grades in hand. Have a think about what you might like to do during a gap year - http://www.etrust.org.uk/the-year-in-industry or similar would likely be a useful activity.

The universities you're considering don't take active part in adjustment (and adjustment isn't ideal - you're applying in a rush (5 calendar days - 2 of which are over a weekend when these universities wont have staff available), you're unlikely to get university accommodation and they're likely to try to convince you to take an alternate subject that has lower demand - high demand courses wont be available at UCL or Imperial in adjustment).
