I've live in the UK permanently for 10 years; finished primary school and secondary school with my GCSEs and now finishing my A levels.
Will I be able to receive a maintenance loan to cover my living costs, even though I'm an EU national?

You may be able to. The relevant page says:

You may be eligible for help with your living costs if you’ve lived in the UK for more than 5 years before the first day of the first academic year of your course.
You only need to have lived in the UK for 3 years before the first day of the first academic year of your course if you’re either:

If you’re eligible, apply for help with your living costs as though you were a UK national.
From what you've said, you tick their boxes.

Hi, if you have been living in the UK for 5 years before the start of the course then you can apply for support for tuition fee loan and maintenance loan.
