If the median is 20, that implies there are two numbers greater than or equal to 20 so even the best case (20,20,20 for the 3 highest numbers and 0, 0) would not give you a mean of 0. By best case I mean getting the mean as close to 0 as possible whilst satisfying the conditions.
Moving onto 8, again, the 'best case' is having the highest three numbers as 8,8,8.. and with a range of 20 you can then say the lowest number is ...

There may be a more elegant way of doing it but
