Stereotypes with asking people out + how to ask somebody out.

I'm just wondering why everyone believes that the guy should ask out the girl. I'm having trouble telling the girl I like how I feel for her and I'd just be so relieved if she somehow knew and could either get it over with and break the bad news, or say that she'd be willing to try to meet up more often and display our emotions towards each other a little more maybe. PS before anyone asks about whether I'm just going for her because I'm a sex-deprived teenage guy with an insatiable lust, I'm asexual and I really like her for who she is, anything more than that and I'm disinterested.
