People who just finished school should made to do Community Services for a year after finishing school. If they refused to take part they will get a criminal record and their passport taken from them for five years.

the service should be in 4 parts of 3 months.over a year
    1) working and living in a homeless hostel for three months
    2) living and working in a nursing home for three months
    3) Work and living with children in care for three months
    4) working and living with people with learning disability.

    Are you still at school?

How would all these places find space?

Who is going to pay to train and supervise them?

No training. OP didn't specify any time at all for training. They'll just be thrown in and told to get on with it, because obviously all 18 year olds are perfectly capable of providing useful help and assistance in the most challenging public services going.

you have to wonder what these 4 highly vulnerable groups have done to deserve having largely resentful 18 year old ***** inflicted on them.

Forget everything else - it's completely unaffordable. It would be like holding the Olympics all year round, every single year.

I have grandchildren of 18 and I can tell you now that no one is going to use them as cheap labour.
We already have the remaining in education or training till 18, and judging by the behaviour of my 17 year old classmates in college who just do t want to be there but don't have a choice, this scheme would go down like a lead brick.
I've just shown this thread to one of my sons who is a serving officer in the army, and he said to tell the OP "in your dreams, pal."

I suppose this is a step forwards form expecting our professional armed forces to babysit delinquents

But no, for the reasons already mentioned.

Utterly useless, so when I leave uni and want to finally get a job and do extra training to be a lawyer I have to go through a year of uselessness.

    Terrible idea

This is not what National Service means.

I already have respect for people that deserve it, I dont need to know how much I have been given.

I already have experience working outside of education and so do many people
