I am looking to enter for a further maths exam as a private candidate. The problem is that I don't understand the below things. I have previously gained an AS qualification at OCR in these units: C1, C2, S1.

This is from Edexcel's past specification for maths.

This is from AQA's past specification for maths.
"Units that contribute to an award in A Level Mathematics may not also be used for an award in Further Mathematics."

I can understand the situation for OCR, but what about other exam boards - is it the same? Can I not take the same units even if I've been assessed at it in a different exam board?

No you cannot take the same units even if it's with another exam board. You also need to inform the exam board that you took AS maths with a different exam board.
