There's no simple answer to this.

The vast majority of students study a FAD near to home at their local college. Those who chose to move away will normally go to universities

There aren't that many universities/art colleges offering Foundation Diplomas anymore (Falmouth have just canned theirs and a lot have moved to focused year zero foundation years or only offering a foundation to international students)

There's also http://royaldrawingschool.org/courses/foundation/ which isn't recognised as a UCAS tariff bearing course (the RDS isn't an accredited FE provider and so can't award qualifications) but does provide a very solid grounding in drawing if that's what you're looking for.

You need to do your own research to find out about the learning/creative environment of each place to find the right fit for you.
