Retake in ToK ! Technical question

Hello,

I have decided to write the TOK essay once again for November session this year. I am just wondering when does it need to be sent? In the Vademecum it says the following:

Send theory of knowledge essays to examiner
(each with form TK/CS) for assessment
Preferably by courier Deadline 15 September

Is it the date by which the TOK needs to be delivered or when it needs to be posted no later?

Same is for IAs for November session 2007 - 10th October - the deadline when I need to post it or when it needs to be delivered?

I think, to be safe, it needs to reach IB by that date.

No. He doesn't know for sure. Hence why he said "I think". He recommended that it arrived at the IBO by September 15th; which seems like the best option. Better to be safe than sorry.
