A bullet point is just a short concise answer to a question which is enough to get you a mark without having to do much explaining. For example: Define the term "first ionisation energy"?

Rather than writing "its the minimum energy required per mole to remove an electron from each atom in the gaseous phase to form unipostive gaseous ions" you could write in bullet points..

    - Minimum energy required
    -per mole to remove electron
    -from atom in gas phase
    -to form unipositive gaseous ions

    etc etc..

it also makes it easier for the examiner to mark your work and takes less time and possibly less space on paper.
