Very confused about this. Does UCTA apply only to business to business contracts or business to consumer contracts as well?

No, because ss 2(4), 3(3), 6(5), and 7(4A) says that those sections of UCTA do not apply to contracts covered by the Consumer Rights Act 2015. UCTA 1977 still applies to consumer to consumer contracts, I think (though I don't know how many of those include unfair terms...)
