to what extent may there be problems when decision-making is based on clear objectives, but unclear resource constraints?
There are bound to be problems of various sorts when making a decision; these could be looked upon as potential risks, made more specific by you by pinning them down to resource uncertainties.

The impact of these constraints can be minimised by:

Risk reduction - trying to estimate the constrainsts and reduce the probability of them causing problems

Contingency planning: be prepared for any possible constraints in order to have a contingency plan whereby measures are in place to reduce the impact of these problems quickly as and when they are identified or they actually materialize/take shape.

Impact reduction could be used to address the damage caused by such adversities by prepaing the potential "victim" (inanimate one) so that minimal effects on it ensue.

Despite various planning measures, some residual detrimental effects are possible/likely depening on the level of skills/expertise of the decision makers.
