What action would an employee be able to take if they wished to take adoption leave but did not provide the right notice? Are there any alternative steps?

As an alternative the employee could request family leave, although 28 days notice is what is required by law. https://www.gov.uk/time-off-for-dependants/your-rights
You may find that the employer is willing to be flexible with that or even the adoption leave.
