I want to do a levels as they look interesting but at my local college I do not have the grades while at one that is further a way like 10 miles, all they need is 5cs. I just want an honest opinion on whether I would have the brains to do them. I would like to do sociology, government and law and maybe media studies. Also what does this mean " (Part Time - Non-released - 1 year)", it says it on the website, does it means it done in a year or what as if so then I would only being able to do 1. I was also thinking of doing btec photography but thats even further away and harder to get to.

Have you already done your GCSE exams or are your grades just predictions?
If you haven't done them yet then, if you have the brains to succeed with A level, you have time to make a big difference to your actual GCSE grades. If you can't work hard and revise to improve them then maybe A level isn't for you.
If you are not great at exams but do well with coursework then BTEC might be a better option. They still have exams to complete but that is balanced with a chance to build a good grade on assessed assignments.
