My manager had booked a holiday for me last year for this year, from 08/01/17 - 23/01/17 which is 2 weeks.
Does this mean that I will not be able to book a holiday in 2017 again, or will the hours count as last years holiday which I had not used up?

Ask your manager. Holidays work differently in different places - some allow hours to carry over, some don't, some places 'holiday year' runs from different months etc.
