Volunteer, look at your local library and see what activities, events are on, join meet up groups, join clubs out of interest.

Join online dating, speed dating, join clubs out of interest, be more sociable and approach people.

    Good luck

Volunteer, take up new hobbies and attend related events/clubs, meetup.com (depending on where you live, there may be plenty going on), dating websites (if they don't work out, you may make a friend who knows someone who you could end up liking).

Just do what you can to get yourself out there and meet new people.

sites like OKCupid have a 'just friends' option
of course there are many other sites out there for people looking for a friend, as someone above said I think one is called MeetUp
alternatively you can try volunteering or searching at work
    making friends through friends
    or taking up hobbies
