I wonder if the colleges that don't typically fish people would look in the summer pool this year
If they have slots to fill, they have to take people from the pool. I'm not sure whenever colleges can develop the skill of "recognizing candidates that will meet their offers" and how.

If they had slots to fill in the past they will probably look first at their own "near misses". But yes if a strong candidate is know to be already in the pool (i.e an Open Offer holder) then perhaps they will look at them first this time around.
The question is whether Open Offer holders are automatically pooled.
Goodness-that's crazy! If they knew it was you then it's not likely there are several others waiting with you for perhaps one or more places? I'm going to make a hopeful guess: They are over numbers but really want you so are trying to negotiate an extra place on the course you want? I can't think of any other reason for dragging it out. How horrible for you though. 😬
