I am 17 and turning 18 very soon. As of now I am repeating as my As levels due to failing the first time round( DEU in politics, biology and a U in chemistry).I can't blame anyone for my failures apart from myself.
I am currently in a new sixth form/college and redoing biology and chemistry as well as picking up geography.
My problem is that although I'm doing fairly descent at the moment, I feel depressed and for the lack of better word; stupid.
My social life is also crap, and I feel like I have missed out on many experiences that people go through at my age.
Is there anyone in a similar position as I am, or that has gone through this before with any advice?

Focus on your studies and make sure you're making time for yourself too. It sounds like you need to try and have some down time. Everyone gets depressed about school at some point, especially when the pressure is on.
As for the social experiences, university will have plenty of opportunity for those. It'll come soon! Just be patient.
